OSHA doesn't have the power

The federal vaccine requirement for large employers is currently being adjudicated in the courts, but OSHA has long held authority to establish national standards that are “reasonably necessary or appropriate” to address a “significant risk” of harm in the workplace. The proposed vaccine standard will save thousands of lives and prevent hundreds of thousands of hospitalizations.
